all vendors in Utraean Peninsula 'can' sell these set items :

elite :
	- blacksmiths :
			- 8% to 60% chance to sell weapons/armor of these sets
			- 1% to 2% chance to offer rings/amulets of these sets
	- shopkeeper :
			- 6% to 50% chance to sell weapons/armor of these sets
			- 5% to 10% chance to offer rings/amulets of these sets
	- alchimists :
			- 2% to 5% chance to sell weapons/armor of these sets
			- 10% to 20% chance to offer rings/amulets of these sets

veteran :
	- blacksmiths :
			- 5% to 25% chance to sell weapons/armor of these sets
			- 0.5% to 1% chance to offer rings/amulets of these sets
	- shopkeeper :
			- 4% to 10% chance to sell weapons/armor of these sets
			- 2.5% to 5% chance to offer rings/amulets of these sets
	- alchimists :
