Two new versions of Fast Buff including the new LOA buffs.

FB_LOA (Balanced) does *not* include Triple Strike, Pain Reflux or Shared Pain - I wrote this because I always felt
including these spells in the original Fast Buff seriously unbalanced the game in favor of melee players.

FB_LOA (Unbalanced) includes Triple Strike, Pain Reflux and Shared Pain for those players who are either playing solo
or don't agree these spells unbalance the game.

Don't use both.

Spell Durations Modified: 
Haste, Group Haste, Animal Rage, Range Boost, Orb of Fire, Orb of Lightning, Orb of Acid, Orb of Frost, Orb of Energy, Orb of Healing, Lifeforce
Accuracy, Charged Fist, Clean Strike, Battle Rally, Death Blast, Eagle Eye, Lightfoot, Anchored Shot, Fireshot Armor,
Frigid Armor, Inspiration, Focused Mind, Mind Spring, Blood & Iron, Magic Armor, Stone Skin, Mana Chant, Mana Shield,
Ogre's Might, Rage, Party Recharge, Regeneration, Shock Armor, Spirit Armor, Merik's Windfall, Mystic Aid
(and Pain Reflux, Shared Pain and Triple Strike.)

No, I didn't include the Chicken Orb :-P

Thanks to TC39 who wrote the original Fast Buff mod - this is a completely new mod but I did look at his work to find
what gas files to modify.
